Black Hills State University is committed to safety and security. In times of emergency, the University will provide an appropriate campus-wide response to ensure safety and minimize losses.

Emergency preparedness is also an individual responsibility. Take time now to read and become familiar with the contents of the following pages before an emergency occurs. In the event of an emergency on the campus, updated information will be made available here.

Emergency Response Plan

SDCL 22-11-12 Misprision of felony--Misdemeanor. Any person who, having knowledge, which is not privileged, of the commission of a felony, conceals the felony, or does not immediately disclose the felony, including the name of the perpetrator, if known, and all other relevant known facts to the proper authorities, is guilty of misprision of a felony. Misprision of a felony is a Class 1 misdemeanor. There is no misprision of misdemeanors or petty offenses. This report must be made to BHSU Public Safety or Spearfish Police at 605.642.1305. Information should also be given to the Vice President for Student Life at 605.642.6599.
 

Call 911 and provide as much information as requested.

  • Do not move the individual; keep victim still
  • Protect victim from any disturbances.
  • Wait for emergency personnel to arrive.
  • Do not leave the victim alone, if possible.
  • If trained, locate and use the nearest Automatic External Defibrillator (AED).

Call 911

  • Activate nearest fire alarm and evacuate.
  • Do not use elevators.
  • Do not attempt to retrieve valuables.
  • Do not re-enter buildings unitil authorized by emergency personnel.

Call BHSU Public Safety.
If in immediate danger, call 911

  • Secure area by locking or barricading the door using any means available.
  • Stay behind solid objects away from the door,
  • Follow all directions of authorities.

If you are the victim of sexual assault, report the incident immediately; call 911.

  • Do not shower
  • Provide as much information as requested
  • Report assult to BHSU Public Safety; they will notify the Title IX coordinator.

  • Be alert for furhter instructions
  • If a hazardous materials spill is in the Spearfish area, evacuation of the campus may be necessary.
  • Follow directions of authorites. 

Per BOR policy, firearms are not allowed on campus unless they are stored in one of the two following methods:

  • In a locked vehicle, unloaded, fully cased, and hidden from view. 
  • Stored in the Public Safety Office (by appointment only). No related ammunition will be stored in the Public Safety Office. Appointments for firearms storage can be made by calling 605.641.6988.

Per BOR policy, dangerous weapons that are not allowed on campus include, but are not limited to the following: handguns, gas guns, metal knuckles, gravity knives, knives with blades longer than five inches, any switchblade knives, firearm silencers, machine guns, short rifles, short shotguns, blowguns, bow and arrows, slingshots, B.B. guns, pellet guns, air guns, stun guns, and paint guns. Students offending this standard risk suspension from the university. Ammunition is not permitted in the residence halls.

  • Call 911.  Tell operator "This is an emergency."
  • Be assertive; escape if possible.
  • Follow directions of authorities.
  • DO NOT hang up until told unless immediate safety is threatened.
  • Notify BHSU Public Safety.
  • BHSU Public Safety will declare a partial or entire "lockdown."
  • During lockdown, remain in location until told.
  • Barricade or lock doors if possible.
  • Instruct others to get on the floor away from windows and doors.
  • Turn lights off; remain quiet.
  • Remain in lockdown mode until "all clear" is given by officials.

  • Follow directions of authorities.
  • Secure hazardous materials or equipment.
  • Take personal belongings (keys, purses, wallets, cell phones, etc.)
  • Use the nearest exist; if blocked use alternative exit.
  • Do not use elevators.
  • Assist persons with disabilites  or special needs.
  • Account for individuals. 

  • Do not let anyone into a locked building/office or allow anyone to "tailgate" into the building behind you.
  • Do not confront the person or block the person's exit.
  • Call 911 and provide as much information as possible.

  • Be prepared to evacuate.

In case of water, power, heat or cooling outages, call BHSU Facilities Services .

  • Remain alert for further instructions.

Tornado Watch means conditions are right for a tornado; remain alert to weather conditions.
Tornado Warning means a tornado has been sighted within a 25-mile radius; warnings are typically available 3-15 minutes in advance of a tornado.
In the Spearfish area, Civil Defense Sirens will sound whenever there is a tornado warning.

  • Go to the most internal, lowest area of safety: a basement or hallway away from windows or glass.
  • Do not use elevators during a tornado warning. Persons with mobilitiy concerns: go to a safe place during tornado watch, do not wait for the warning.
  • Close doors including main corridors.
  • Crouch near the floor or under heavy, well-supported objects; cover your head.
  • If outside, lie down in a low area such as a ditch; cover your head.
  • Be alert for fire; use fire plan as needed.

  • Flammable liquids (such as gasoline) shall not be stored in residence halls or inside any buildings except in NFPA cabinets approved for flammable storage.
  • No open flames (candles, lanterns, incense, etc.) are permitted in residence halls or inside any buildings except in laboratories and maintenance shops designed for this purpose.
  • No fireworks shall be used or stored on campus.

  • Be alert and aware of people around and approaching you.
  • Don't walk alone. Walk with a friend or in a group.
  • Use public walkways. Avoid shortcuts and dark or secluded places.
  • Know your route and the quickest way to get help.
  • Know the locations of emergency telephones.
  • Use the Student Safety Escort Service* for escorts on and near campus.

If you become a victim of crime, follow these tips:

  • Remain calm. Stay in control of yourself and try not to panic.
  • Try to get a useful description of the assailant.
  • Don't resist if the only thing the assailant wants is your money or property.
  • If resistance is required, get angry! Shout at the suspect or scream for passersby.
  • Always call the police if you have been a victim of a crime or witnessed a crime.
