Bulk Mailing

 

Bulk mailing is also refereed to as Standard or Discount mailing.

United States Postal Service has revised the regulations, forms and address standardization to be used by mailers doing bulk mailing of both first class and standard (old 3rd class) service. In addition substantial discounts are available for mailings that are properly prepared and certified for automation purposes. Properly prepared means that the mailing piece is of the proper weight paper, designed for machine readability, folded and tabbed as necessary and addressed and sorted with bar codes including up to carrier route sequence. Certification is the process of submitting mailing lists through a USPS certified mailing programs that verifies mailing addresses as accurate. The university's non-profit standard mail permit can only be used for university and university organizations mailings, other off campus related organizations can use the university standard mail permit.

University Mail Services offers the following services for bulk mailing:

  1. Print design service to meet USPS standards.
  2. Certification of mailing list and printing of all USPS required forms.
  3. Presorting of mailing lists to minimize mailing cost and insure prompt handling of mailing piece by USPS. This includes checking for duplicate names in list. This service is available only when mailing list are submitted in electronic form.
  4. Direct imprint of addresses on mailing pieces including indicia and additional message (including colors) or label printing and attachment.
  5. Machine tabbing (2 or 3 tabs) on required mailing.
  6. Folding and inserting of mailing pieces into envelopes.
  7. Sorting, bundling, traying and direct delivery to USPS
  8. Option services of processing mailing list to the NCOA (National Change of Address) service and phone check are available to clean up and enhance mailing lists.

University employee has been to training seminars conducted by both the USPS and Pitney Bowes to minimize the university mailing costs and add automation and efficiency to the university mailings.

An office may submit the mailing list in electronic form along with the request for printing of the mailing. The mailing will be printed, addressed, presorted and mailed according to offices preferences as to mailing speed. Corrected and verified mailing list data will be returned to the originating office in electronic form so that mailing lists can be keep current.

Mailing list can be accepted in Excel, dbase and ASCII Fixed-length formats. All fields should be character fields not numeric. The following fields are acceptable:

  • First Name
  • Middle Name
  • Last Name
  • First/Middle/Last Name (Full Name)
  • Address
  • PO Box
  • City
  • State
  • Zip (9 character)
  • City/State/Zip (not preferred)
  • *Prefix
  • *Suffix

*Optional fields that enhance the mailing and are acceptable and usable

Cost for each of the services listed is billed according to number of pieces. The reduction of mailing cost is a savings to the office doing the mailing.

Offices planning on any mass mailing should contact Mail Services as far in advance as possible to allow for use of any or all of the services listed above. Because of regulations all mailings that will be sent in bulk form must be submitted and processed by the Mailer+4 software prior to be accepted for mailing by the university.
