The Council of Higher Education (COHE), an affiliate of the South Dakota Education Association and the National Education Association, is the faculty bargaining unit for the system. While membership in COHE is voluntary, all full time teaching faculty are governed by the terms of a contract negotiated between COHE and the South Dakota Board of Regents. The contract, referred to as the BOR/COHE agreement, sets forth the parties’ agreement on rates of pay, wages, hours of employment, and other conditions of employment for all system faculty. A copy of the BOR/COHE agreement is provided to each faculty member at the time of employment or when the agreement is amended or replaced by a new agreement.
