The CSA Council board meeting was called to order by President Nancy Shuck Tuesday, Feb. 13 at 9:10 a.m. in the Residence Life conference room. Board members present were: Nancy Shuck, Rhonda Wolff, Debbie Balding, Eileen Thomas, and Myron Sullivan. Sullivan brought and introduced Jeff Singley, his new security officer, who will be covering security nights and Sundays.
The minutes were presented. Wolff made a motion to approve the minutes as presented, and Balding seconded it. Motion carried.
The treasurer’s report was presented. Thomas made a motion to accept the treasurer’s report as presented. Balding seconded it. Motion carried.

Safety & Facilities: No report was given.

Welcome Bags: There have been no notices of new or transfer hires posted in the Campus Currents. A concern was voiced because this is the method which was used to know who, when, and where to deliver the Welcome Bags. Shuck will check on this.

Strategic Planning: Shuck reported that she submitted the council's report to Dr. Myers. The Strategic Planning Committee will meet Feb. 23 to go over all reports submitted to collaborate into one strategic plan.
Old Business:

The annual Winter Tea was discussed. Shuck reported that after meeting with the president, visiting with Jane Klug, and checking on the availability of the Jacket Legacy Room, the date was changed to April 3. Everything else will stay the same: the tea will be held from 9:30-10 a.m., Fish Sticks with Jane Klug facilitating will be from 10 a.m.-12 noon, and a luncheon will follow. Thomas offered to check with Pony Express in Belle Fourche and Jacket Java for door prize drawings.

Shuck reported that there would be a luncheon for Founders Day Feb. 27 in the Jacket Legacy Room. The committee has not yet met to finalize the details.
New Business:

Shuck has been hearing some concerns from staff because of the extra responsibility that is being put on them due to the new Banner and Higher Markets system being put in place with no compensation for these extra duties. This concern may need to be addressed at the Regional Council meeting.

Shuck asked for board members to look at their calendars and report back next month if they were free to represent BHSU at the Regional Council meeting in April.

Shuck reminded the board that CSA Council elections would be coming up in March. Thomas, Jolley and Wolff's two-year terms are up. Shuck will be sending out notices stating that if someone does not want their name on the ballot to let her know. She will then update the ballots so they can be mailed and counted in March.

The Recognition Luncheon was discussed. Shuck reminded the council that last year they had passed a motion that the Outstanding CSA Fall and Spring Employees would be recognized at the President’s Award reception with a certificate and a plaque at the CSA Recognition Luncheon. There was discussion on dates for this event. Last year the luncheon was postponed to May because of weather. Thomas made a motion to hold the CSA Recognition Luncheon Tuesday, May 15, from 11:30 a.m.-1 p.m. in the Jacket Legacy Room. Balding seconded it. Discussion followed. Thomas volunteered to do the room reservation, and it was decided to table the menu until next month. Motion carried.

There was discussion on who would and wouldn’t qualify for the Outstanding CSA Employee Award. Usually the council receives this list from Anita Haeder. Sullivan reported that they plan on having the new human resources person on board in a couple of weeks. Shuck will contact Becky Bruce to see if she can help in the meantime.

Sullivan reported that legislation for a one percent one-time bonus that SDSEO had initiated was killed by Representative Apa. He also reported that the restrictions for state vehicle use were lifted from all state vehicles except aircraft. The three percent salary increase did pass.
Balding made a motion to adjourn the meeting, and Thomas seconded it. The next CSA Council meeting will be Tuesday, March 13 at 9 a.m. in the Residence Life conference room. Motion carried.
