Black Hills State University has taken a lead role in developing The Higher Education Center—West River, a consortium of South Dakota Regental universities who are working together to promote, increase and enhance undergraduate and graduate opportunities in higher education in the western regions of South Dakota. The Higher Ed Center administrative offices are located at 515 W. Boulevard in Rapid City.
